CHRISTIAN MONTAGNARDS (DEGAR PEOPLE) IMPRISONED IN VIETNAM

This Montagnard (Degar) hill tribe woman was arrested in June 2001 while trying to flee the military crackdown in Vietnam by crossing the Cambodia border. Cambodian police "sold" her for a cash "bounty" to Vietnam’s "Cong An" security forces. She was arrested with her 3 children, whipped with telephone cables and subjected to electric shock torture by Vietnamese police. She had electric prods shoved into her mouth and breasts repeatedly until she was unable to speak. She suffered trauma and was taken from prison. Her 3 children were later released but her whereabouts are currently unknown in January 2003. Her name is H’Boc Eban.

In 2001 after one-day trials, the provincial People's Courts in Vietnam began imprisoning ethnic Montagnards (Degar) people for their alleged role in mass protests in February 2001, when thousands of Christian Montagnards held peaceful protest marches in provincial towns. The indigenous Montagnard demonstrators had called for an end to religious persecution, an end to encroachment and confiscations of their traditional lands and the end to years of persecution by the Vietnamese government. The Hanoi government however, responded with a brutal military crackdown involving thousands of security forces and military personnel.

On 21 January 2003 Human Rights Watch released a report on the Montagnard (Degar) people titled, "Vietnam: New Assault on Rights in Central Highlands, Crackdown on Indigenous Montagnards Intensifies". http://www.hrw.org/press/2003/01/vietnam012103.htm. The report lists over 200 of our people who have been imprisoned. Further Mike Jendrzejczyk, the Washington Director of the Asia Division of Human Rights Watch stated in the opening press release, "It’s been almost 2 years since the demonstrations happened but the Vietnamese government’s crackdown against the Montagnards is as harsh as ever. People are being interrogated, arrested, beaten and jailed – simply because they are Christians or suspected of supporting the popular movement for land rights and religious freedom".

In April 2002 Human Rights Watch also produced a comprehensive 194-page report tilted "Repression of Montagnards" which documents the persecution of the Montagnards by Vietnam. The opening press release states, "The Montagnards have been repressed by Vietnam for decades. This has got to stop."

Amnesty International (AI) also reported on the recent imprisonments and secret trials of our indigenous people, and Southeast Asia researcher for AI, Demelza Stubbings, stated "These trials may well represent another effort by the Vietnamese government to stifle freedom of expression, assembly and association among Vietnam's dissenting highland population". On 18 December 2002 Amnesty International also published a report titled; "No Sanctuary: The Plight of the Montagnard Minority" (AI Index 41/011/2002). The report also identifies how the Cambodian border has been sealed off by both the Vietnamese and Cambodian military forces thus preventing Montagnard refugees from escaping Vietnam.

On 26 September 2001, after one-day trials, the provincial People's Courts in Gia Lai and Dak Lak provinces imposed 6 to 12 year sentences ethnic Jarai and Ede men for their alleged role in mass protests in February 2001, when thousands of Christian Montagnards held protest marches in provincial towns.

11. Siu Un, born in 1968, hamlet of Plei Glung, district Ayun Pa, province of Gia Lai, was sentenced Eight years imprisonment and then added 8 more years while in prison, total 16 years.

12. Siu Tinh, born in 1963, hamlet of Plei Tot Bioc, ditstrict Cu Se, province of Gia Lai, was sentenced Eight years imprisonment.

13. Siu Boc, born in 1965, hamlet of Plei Lao, district Cu Se, province of Gia Lai, was sentenced Eight years imprisonment.

14. Siu Yui, date of birth unknown, hamlet of Plei Lam Klah, district Cu Prong, province of Gia Lai, was sentenced Eight years imprisonment.

These Montgnards were sentenced to prison for leading groups of fleeing refugees from Vietnam to United Nations Camps that were located in Cambodia on January 28, 2002.

36. Siu Beng, born in 1964, from Plei Bet Tel, district Cu Se, Gia Lai province, of the Jarai ethnic minority group, was sentenced 6 1/2 years imprisonment. See APPENDIX A.

These Montagnards have been imprisoned but have not been tried.

Arrests - disappearances – whereabouts unknown

222.On May 4th, 2002, at 8:00 AM, Vietnamese security officers arrested the Montagnard Christian Kpa Lal, from the hamlet of Plei Kte Sa, in the district of Cu Se in the province of Gia Lai and accused him of assisting Montagnards to cross the Vietnam / Cambodian border. No information can be obtained as to his whereabouts and his family is still searching for him.

223.On May 5th, 2002, Vietnamese security forces arrested Rahlan Mi in the Hamlet of Plei Tai Glai, in the district of Cu Se, in the province of Gia Lai. Rahlan Mi had previously tried to escape to the UN refugee camp in Cambodia, but was prevented by Vietnamese officials. The officials did not arrest him at that time because they were being observed by international observers. However, after the observers had left, the Vietnamese officials arrested him and no information has been obtained as to his whereabouts since.

224 .On 19 October 2000, Y-Hong Nie from Buon Cu Po hamlet, in the village of Cu Ewi in Dak Lak province was arrested at his farm by police after refusing to give over his traditional farmlands to Vietnamese authorities. He was reportedly executed and his family has never seen him again.

Rapes

225. On February 14th, 2002, a Montagnard woman by the name of H’Cek was raped in front of her children by a Vietnamese security official named Tuan in the hamlet of Plei Al Hmoi, in the district of Dak Doa, Gia Lai province. Her husband, Bler, participated in the peaceful demonstrations in February of 2001 and was involved with the Christmas celebration in December 2001. For these reasons, the Vietnamese government sent security officials to arrest him. Unable to arrest Bler who had gone into hiding the security official named Tuan raped H’Cek in front of her children. Her husband is missing and her health is of urgent concern.

Torture

The three Montagnard women below were imprisoned at the old radio station prison in May 2001 at Buon Ma Thuot and blinded after Vietnamese officials repeatedly tortured them by spraying chemicals into their eyes.

Persecution of Relatives: Montagnards in Vietnam who have family members that are considered political opponents to the Vietnamese regime are persecuted.

229. On 7 May 2001, Vietnamese officials arrested eighty-year-old Ksor H’Ble in the communal village of Bon Broai, Ayun Pa district, Gi Lai province. She was threatened by security officers with execution and repeatedly interrogated about activities of her son who resides in the United States and who is the President of the Montagnard Foundation. The officials tortured her, breaking several of her ribs and Ksor H’Ble was subsequently hospitalized for three days.

230. On December 18, 2001, Rmah Hoih who lives in Greensboro, North Carolina, USA, spoke with one of his relatives "Blek" living at the hamlet of Plei Nglom Thung, communal village of Ia Pet, district of Dak Doa, province of Gia Lai in the Central Highlands of Vietnam on the phone. They discussed the Christmas prayer vigil on December 24-25. Two days later on December 20, 2001, four police officers from the district of Dak Doa, named Tuan, Hung, Thach and Thom, went to Blek's village and arrested him. They took him to prison, beat him until he was unconscious and released him after two days. They threatened him with death and told him not to practice Christianity. Now, he is hiding in the jungles and his whereabouts are unknown.

Rape of Kok Ksor’s niece:

231. On April 26th, 2002, Cambodian security forces arrested 25 Montagnard refugees including one eighteen year old woman at Sakari, in Cambodia. The men were beaten severely and then handed over to Vietnamese Officials from Daklak province. The young woman was taken to an unknown location where she was repeatedly raped over three days and three nights as retaliation for her Uncle being a political activist in the United States. Afterwards, she was given to the Vietnamese Officials from the Daklak province as well. The young woman’s name is H’Ngon from Bon Broai, District: Ayun Pa, Province: Gia Lai. She currently suffers from mental trauma.

Crucifixion and torture of Christians

232. On 2 December 2000, Vietnamese police in the Central Highlands arrested Siu Seo, Siu Ai and Nay Glel, all of whom are Montagnard Christians from the village of Plei Joning in Gia Lai province. They were taken to Phu Thien where Vietnamese police beat them and shocked them using electric current and crucified them in public and tried to force them to renounce their Christian beliefs.

Vietnam Government arrested Three Montagnard pastors.

249. On December 18, 2001, a Vietnamese police officer from district of Cu Se, province of Gia Lai, whose name is Thang, arrested a Montagnard Christian named Siu Kron at his village of Plei Ken Hmek and tortured him. Siu Kron was imprisoned for two days and a half because he was planning to lead Christians in his village to the prayer vigil on December 24-25. In the process of torturing, Thang, hand cuffed Siu Kron as a figure of number 8 (his left hand was twisted to his back and his right hand was twisted over his shoulder to his back and then hand cuffed his wrists together). Then, Thang placed sticks between his fingers and beat him up until he passed out. After he had severely beaten Siu Kron, Thang let him go home. However, Siu Kron could barely walk back to his village because of the pain that he had received during the torture.

250.On the morning of December 19, 2001, Thang went back to the same village and arrested Rmah Nui who was Siu Kron's assistant and took him to the prison for torturing in the same way. Thang tortured Rmah Nui until he collapsed and released him on the same day.

251.On December 20, 2001, the police officers from the communal village of Ia Pet went to the hamlet of Plei Bia Bre and arrested 6 Montagnard Christians and imprisoned them at their communal village. Their names are: Khoi, Cram, Proh, Crung, Tuo and Croc and they are all from the hamlet of Plei Bia Bre, communal village of Ia Pet, district of Dak Doa, province of Gia Lai.

252.On December 25, the police took Khoi and Cram to the prison facility at T-20 in Pleiku for torture but released the other four. At the prison, the police beat Khoi and Cram until they revealed the names of other people who were planning to attend the Christmas prayer vigil celebration. Under constant torture the two Montagnards couldn’t bear the pain and they told the police about a Christian Pastor whose name is Ama Koi, who was organizing the Christmas prayer vigil. Now, this man is hiding in the jungle for fear of being arrested, tortured and killed.

Forced to drink pig’s blood and renounce Christ

253.On December 24-25, 2001, around 200 Vietnamese police and soldiers plus hundreds of Vietnamese civilians in the area, went into the hamlets of Buon Sup "A", Buon Sup "B", Buon Sup "C", Buon Ea Rok and Buon Koya and destroyed all of the Christmas decorations that the Montagnard villagers have set up. They threatened to arrest, beat up and imprison those who came out of their longhouses to worship. They then killed a pig and forced the villagers to make a sacrifice and drink the blood. The Vietnamese soldiers also forced those Christian villagers to renounce Christ.

Torture of Refugees Fleeing Vietnam

254.In 2001 H'Boc Eban, and her 3 children fled to Cambodia but were subsequently deported to Vietnam. They as were many hundred of refugees who tried fleeing Vietnam were captured and imprisoned. H’Boc Eban was then tortured by having electric cattle prods forced into her mouth - this occurred so many times that she was hospitalised. It is not known what has happened to her of her three children. See Appendix A.

 

TORTURE IN 2003

255.On January 11, 2003, at around 5 PM, two of our people, Rac and Hom, from the village of Plei Klan, in the Commune of Dak Somei, in the district of Dak Doa, went to the village of Plei Ko to see Hing. After the meeting, at 6:30 PM, they went home. On their way home they stopped at the restaurant in Thon Ngo Son, in the commune of Ci Jor, in the district of Cu Pah, at around 7 PM to eat. At this time, they were arrested by security officials and taken to the security office in the Cu Pah district and were subsequently tortured with beatings and electric shock. Because they were tortured so severely, they revealed the name of the person whom they met with, Hing.

 

TEAR GAS ATTACKS IN 2003

256.On January 12, 2003, 26 of the security forces from the commune and district, along with two military trucks, went to the village of Plei Ko, in the commune of Dang Ya, in the district of Cu Pah, in the province of Gia Lai, to arrest Hing. When they got to Hing’s house at around 1 AM, they broke in the door and sprayed tear-gas while everybody in the house was sleeping. They beat up Hing and shocked him with electric currents until he passed out then they tied him up. Because Hing could not get up, they had to carry him to their trucks, which were parked about 200 meters away from the house. In the house, there were also 2 children:

Mom, who was born in 1994 (nine years old).

Everybody in the house suffered from vomiting and other symptoms because of exposure to the gas. Since he has been in prison, Hing’s wife has been allowed to visit with him twice. She says that her husband’s face was swollen so big and that he could not eat anything. The third time she came to see him, the security officials refused her and she has not been allowed to see him since. She is now very worried that her husband might be killed or being taken to some other prison facility where she will never be able to see him again.

 

TORTURE IN 2003

257.One of Hing’s friends, Hnit, from the village of Plei Mor, commune of To Wer, district of Cu Pah, in the province of Gia Lai, who was visiting him at that time, was also arrested, beat up and taken to the Cu Pah district. At the present time, Hing and his friend are imprisoned at the prison facility in the Cu Pah district.

 

ABDUCTIONS AND DISAPEARNCES

258.On January 16, 2003, at around 8 PM, Uk walked out of his house to see his friend, who was about 100 meters away in the village of Plei Ko, commune of Dang Ya, district of Cu Pah, province of Gia Lai, but he was abducted by Cong An security officials. Since then, his family has not been able to find him any where. The commune security officials admitted to his family that he had been arrested, but could give no other information.

 

CHRISTMAS ARRESTS AND DISAPEARENCES

259.On December 21, 2002, Y-Cun Hdok, who was born in 1966, was arrested by the Cong An security forces who were patrolling the area. Current whereabouts unknown.

260.H’Lem Nie who was born in 1968, was arrested on Decemer 21. 2002 by the Cong An security forces who were patrolling the area. Current whereabouts unknown.

261.On December 23, 2002, Y-Dhiam Buon Krong (date of birth not known). Current whereabouts unknown.

262.On December 23, 2002 Y- Nol Adrong was arrested by Cong An who were patrolling the area. Current whereabouts unknown.

263.On December 24, 2002, Y-Blon Hdok, who was born in 1964 and is from Buon Kla, in the district of Cu Jut, in the province of Daklak was arrested by Cong An. Current whereabouts unknown.

264.Y-Trao Buon Ya, who was born in 1969 and is from Buon Buor, in the district of Cu Jut, in the province of Daklak, was arrested by the patrolling Cong An in the area. Current whereabouts are also unknown.

 

EXECUTIONS AND KILLINGS

265 In March 2001 a Montagnard Christian named R’mah Blim was shot and killed by police while Vietnamese authorities were burning down the "illegal" Christian church at Plei Lao. There are unconfirmed reports other Montagnards were also killed and several wounded.

On October 29, 2002 Vietnamese Government Security Forces (CONG AN) executed by lethal injection in their prison cells 3 Montagnard Christians for taking part in peaceful demonstrations last February 2001 and being members of the Christian religion.

Held in prison the Vietnamese (Cong An) security police tried to force a nurse to conduct the injections. The nurse refused however, so the Cong An police pushed her aside and took the drugs and then injected the three Montagnards with an unknown drug. They died in convulsing spasms within minutes. Their names are:

PLEA FOR HELP

The Montagnard Degar people are not safe. They are habitually tortured, arbitrarily imprisoned and murdered by the Vietnamese. The Montagnard Degar People from inside the Central Highlands urge the United Nations to please submit a request to its State Member – that is, VIETNAM, to cease all further persecution and suppression of the Degar people, to respect our human rights, and to abide by the UN treaties promising such civil behavior (which they signed). We feel that if they are to be members of the international community, receiving international aid, then they should respect the humanitarian obligation that goes along with such privileges. They should not be afforded the pleasure of operating under such a brutal, primitive, government-as-self-serving, deceitful administration that is persecuting our race. H’Boc Eban

A Montagnard hill tribe woman was arrested in June 2001 while trying to flee Vietnam by crossing the Cambodia border. Cambodian police "sold" her for a cash "bounty" to Vietnam’s "Cong An" security forces. She was arrested with her 3 children, whipped with telephone cables, beaten and subjected to electric shock torture by Vietnamese police. She had electric prods shoved into her mouth and breasts repeatedly until she was unable to speak. She suffered trauma and was taken from the prison. Her 3 children were later released later. H’Boc’s whereabouts are currently unknown.

  • H'Boc is a ethnic Montagnard woman who with her three young children tried to flee the February 2001 crackdown in Vietnam's central highlands by the Vietnamese military.

  • She was whipped, beaten with batons, denied food and water for long periods and her three children were threatened with being separated from her and removed to another prison.

  • She was tortured by Vietnamese police with electric current by having a cattle prod repeatedly shoved into her mouth and to her breasts and other parts of her body. She underwent trauma - was unable to speak and police transferred her to a prison hospital. Her three children remained in the prison for some time but were subsequently released.

  •  Her current whereabouts and situation is unknown.

 

 

SIU BENG & SIU BE

Are Montagnard "hill tribe" Christians from the Jarai tribe sentenced to 6 ½ and 3 ½ years respectively for fleeing repression in Vietnam’s central highlands. Forcibly deported from Cambodia, they were convicted of "organizing illegal migrations" in January 2002.

  • Siu Beng (aged 38) and Siu Be (aged 44) with two other ethnic Montagnards from the Jarai tribe named H'Naoch and K'pa H'ling are listed in Amnesty International Report ASA 41/011/2002 18.12.2002.
  • They were sentenced in a one day trial in January 2002 by the peoples court of Chu Se district, Gia Lia Province, Central Highlands Vietnam, for trying to flee the February 2001 crackdown in Vietnam's central highlands. They were convicted of "organizing illegal migrations of ethnic minority people".
  • They were arrested in Cambodia by Cambodian police in April 2001 and forcibly deported by Cambodian police (subsequently sold to a Vietnamese military "Cong An" patrol for a cash bounty). They were reportedly beaten with batons repeatedly by Vietnamese soldiers and prison authorities. The payment of "cash bounties" paid by Vietnamese authorities for captured Montagnard refugees has been confirmed by US State Department, Human Rights Watch and Amnesty International.
  • Their current prison is unknown.

 

JANA BOM

A Montagnard Christian preacher from the Bahnar tribe was sentenced to 12 years imprisonment for inciting civil unrest and undermining national security. He was sentenced in a one day trial on 26 September 2001 by the People’s Court of Gia Lia Province, Vietnam. Beaten in captivity he was forced to publicly confess his crimes on Vietnamese television. Current prison is unknown.

  • Jana Bom (aged 45) is listed in Amnesty International Report ASA 41/011/2002 18.12.2002.
  • Jana Bom was sentenced in a one day trial on 26 September 2001by the peoples court of Gia Lia Province, Central Highlands Vietnam, for "undermining state unity".
  • He was accused of being a ringleader behind the February 2001 public peaceful demonstrations that called for an end to religious persecution and confiscation of the Montagnard's ancestral lands by the Vietnamese government.
  • He was arrested in Vietnam soon after the Vietnamese military began the crackdown and crushed the public demonstrations. He was reportedly beaten numerous times in captivity.
  • He also appeared on Vietnamese television after his arrest and was forced to confess his crimes on TV.
  •  He was held in T-20 prison in Pleiku for a while but his current prison location is unknown except to the Vietnamese authorities.

 

 

KSOR  KROIH

Montagnard Christian sentenced to 11 years imprisonment and 5 years probation in September 2001 for creating "Civil unrest" and "undermining unity policy of the state". Sentenced in a one day trial with no legal representation he was also beaten and forced to confess his crimes on Vietnamese television. His current prison location is unknown.

BLOT

Is a Montagnard Christian from the Jorai tribe who has been imprisoned in Vietnam since 1989. He has never had access to a lawyer and was convicted of being a member of a reactionary organization. During his initial arrest in 1989 his hands were bound with metal wire and he was beaten and kicked whilst in custody. His current whereabouts are unknown and it is not known whether he is even still alive.

Location: It is unknown whether he is dead or alive.

  • Blot was born in 1940 and is from the village of Plei Bong Phun, Pleiku, Vietnam.
  • He has been imprisoned since 1989 for being a member of a reactionary organization which was against communist ideal logy. He however, never received a trial and was arrested, beaten and at his arrest had his wrists tied up with metal wires.
  • His family have no idea were he is being held and like many people who had relatives disappear into "re-education" camps in Vietnam – they fear he dead.
